Nikki Haley, the US's ambassador to the United Nations, last week cast the new sanctions as a victory, but said the USA does not "take pleasure in further strengthening sanctions".

But some analysts believe that this approach to the North Korean nuclear crises is dangerously deluded. China has long supplied most of the oil and grain needed by North Korea to maintain it as a strategic buffer vis-a-vis the United States and prevent the regime's collapse, which would entail a massive inflow of North Korean refugees.

In the speech, Moon also defended the Korea-U.S. free trade agreement (FTA), stressing that it is "crystal clear" that the pact is benefiting both countries.

It is becoming clear that Russian Federation, not China, has greater influence over North Korea.

With North Korea's substantial nuclear arsenal and improved intercontinental ballistic missile capability, the world has no choice but to tolerate its illegitimate possession of nuclear weapons.

Moon said he will not give up on his efforts to bring North Korea to the global event, which he earlier said could serve as the start of a change in the way the reclusive regime behaves. But the government under ousted President Park Geun-hye, Moon's predecessor, stopped providing the aid after the North's fourth nuclear test in January 2016.
