Pompeo further asserted that the United States will call upon Pakistan, to uphold its UN Security Council obligation to implement sanctions against the terrorists responsible for this atrocity.

"It is a matter of deep anguish that even after 10 years of this heinous terror attack, the families of 166 victims from 15 countries across the globe still await closure", it said.

While Mumbai had suffered terror attacks prior to those in 2008, the strikes were the most audacious.The three-day siege put the spotlight on India's weak coastal security - the 10 terrorists sneaked into the city on a fishing vessel. Pompeo, in a statement, expressed solidarity with India and said the "barbarity of 26/11 shocked the entire world".

The Department of State's Rewards for Justice (RFJ) Program meanwhile said it was offering up to $5 million "for information leading to the arrest or conviction in any country of any individual who committed, conspired to commit, or aided or abetted" the execution of the attack.

As India mourned those killed 10 years ago and celebrated the courage of the security personnel who fought the terrorists in Mumbai, Modi's National Democratic Alliance (NDA) government called on Pakistan to give up its "double standards" and bring the perpetrators to justice.

The coordinated attacks on the city of almost 20 million people hit luxury hotels, the main railway station, a restaurant popular with tourists and a Chabad center. A group of 10 terrorists carried out coordinated attacks across Mumbai which led to the death of at least 170 people and injured 300 more.

Over 60 hours, four attackers shot dead guests and hotel staff, detonated explosives and set ablaze parts of the building - including its famous dome.

In a statement, the External Affairs Ministry said, the 26/11 terrorist attack was planned, executed and launched from Pakistan territory. Among their targets was Nariman House - the Jewish community center operated by the Chabad movement in Mumbai.
